In a town near us one stuffs his pockets with packets of biscuits regularly
staff say they can't stop him 'but he is on camera' others claim not to speak english as if it is an excuse to walk out without paying and then we have the weekly visits of the angry ones who go around in boxes on wheels and threaten you when staff say this is a forged 20 pound note children scooping up sweets and snacks before school and off they go of course getting the children to do the dirty work is a sneaky little scam virtually untouchable and all cards played to boot |

The police's stated policy is that they don't pursue offenders if the value of the goods in question is below £200.
Most hard pressed police forces will only now dispatch an officer to investigate if there has been a threat of violence against a member of staff. The £200 threshold was introduced as part of the Anti-Social Behaviour, Crime and Policing Act 2014 and means anyone accused of "low value shoplifting" no longer has to attend court and can plead guilty by post in the same way as a speeding motorist. It was hoped the threshold would save the courts time and money on cases, but it is feared that it has led to the effective decriminalisation of shoplifting. Organised gangs of shoplifters are thought to be exploiting the system by travelling around the country and hitting multiple stores, while always remaining careful to stay under the £200 threshold. |

A couple of years ago I was in WH Smiths, browsing the cards which were next to the pick n mix. I noticed a couple of teenagers filling their pockets with sweets. I also noticed a security guard standing nearby, watching them. The boys walked out and I asked the security guard if he saw what happened. He said he did but as the value of the sweets is low the theft of them is not worth pursuing.
