He is in full view, and the stupid, armed to the teeth firearms police, are trying to negotiate and could/should have taken him out in the first moment!
They leave him to threaten and finally stab his baby daughter, and then make a clumsy attack with stun grenades, and only one officer makes the decision to shoot, but is so ineffective, as to end up with the b@stard being given a life sentence!
Haven't checked, but this may have been much longer ago, than may at first be thought!
The entire firearms officers should be well and truly ashamed, as why the heck were they there?
Surely they couldn't have been taken to task, for their initiative to act, so what was the point of deploying them in the first place?

If our police shoot someone, isn't the officer suspended while an inquiry is held into the shooting? If that is correct it's easy to see why many are reluctant to shoot, they could end up in the dock.
So if you're a copper and you shoot someone, you'd better have a watertight case for doing it. Which means in some cases, an officer might let someone escape or carry on doing what they are doing in the hope that another copper puts themselves on the spot rather than them.
Many officers won't carry guns because if they use it they're in trouble, and if they don't use it they're in trouble as well.
