Paul Simon was definitely underrated as a vocalist

Acapella version of 'The Only Living Boy In New York' is sensational

(although he has the benefit of an echo chamber.)

But the harmonies of the two together, transcend overwhelmingly, any solo vocals they did, either as S&G or in solo careers. 
The '...silently for me' harmony at the end of 'Homeward Bound' choruses touches God.

Paul Simon a gigantic songwriting talent ,of which there are few,Art Garfunkel ,a good singer of which there are very ,very,many.So the answer to the question is almost certainly NO.
