Just back from a stroll and three workers with a pneumatic drill, full gear and council van were drilling outside a pub on the pavement, they looked busy which made me dubious they were real Council workers at first til I saw the van have NEVER EVER seen them work so late they must be on a good few quid overtime.
I used to know lots of Council gardeners who did as little as possible especially the ones who cut the grass normally would just do laps of the area to fill hours in and most were paid off.

They often work overnight in my area.  Not much traffic.

A few years ago, in the early hours in  York, workers with safety helmets, and Hi-Viz vests, had a whole area coned off,
and were busy taking up paving slabs (probably to relay them)!

Well yes, they were going to be relayed but somewhere else!
