It is another attempt at feminising men(use term loosely)where they start

It's certainly regional.  Unless it's really warm I hate the feeling of no socks, I like having warm ankles.

In fact I wish the 80s fashion of wearing leg warmers would come back, I feel really stupid sometime wearing my own neon green pair to Tesco.
