Wimbledon, for the men, uses a highly complicated formula for their seedings. For the women they usually go with ranking but bump someone up if they deem them worthy, e.g because they've won the tournament a time or two in the past. Like when they seeded a 59th ranked Sharapova as 24th that one year she came back from injury.

In doing so, Wimbledon is the only major tournament that doesn't strictly go by the seedings.

Mac stayed the same 'shape' all through his career (and still is)  a saint compared to Williams. You need to read my posts properly & take the blinkers out of your arse, aaronh. I said "does" twice i think, as in present tense. But if you want to go back over a 20 year period, the WTA has done plenty for her, & has been extremely forgiving; they still are
