I would argue some of the unemployed are better at spotting what needs to be done because they observe it all from outside the bubble, people who are "educated" and in highly paid jobs are either to close to it to see what's happening, to entrenched "in the game" or they have agendas to keep the status quo
Blokes like Hammond can't even see what increasing the national minimum wage is doing increasing it means companies will have to charge more for their goods, meaning people end up paying more for said goods
