No, it's simply taking context into account. Context always matters. He's on record openly boasting, many times, that he likes to report posts and get people banned. When that kind of person says he relies on someone else to get people "frothing and sniping" (i.e posting reportable abuse), the natural conclusion is that he wishes to report those.

The reason you are probably correct with the majority SF is that the EU have acted like the sea on the coasts ie gradually eroding and taking more and more land for the sea.
One of the biggest failures for me has been the ECoHRs. Great idea but unfortunately in the hands of pc 1diots.
