Yes, because you as web client do not have the access to view information from your host . Only YouTube can view an IP address for every logged in user or visitor into their domain page.
And, most times it all depends on the ISP, most ISP do have a dynamic IP address making it more difficult to track a particular IP address for a specific user.
In other words, you can get YouTube's IP Address

There wouldn't be much point trying, leopard. The losers and trolls who proliferate the web use IP address hiding techniques and VPNs so they can cryy on hiding behind their keyboards in relative seclusion and safety.
I put this up so You Tube users know they are safe from being tracked by malevolent individuals....the one on that YT thread just tried to scare people in to thinking he could trace their IP address.

Accounts : Probably set up in relative or girlfriends name.
The stalkers get caught when they use a grammar aid site for posting.
