The origin of the quote seems to originate from long ago in 1981, during a debate on the British Telecommunications Bill, between Mr. Skinner and a certain David Alton:
Skinner: …it should be placed on record that, according to my hon. Friends who worked tirelessly in the Committee to oppose the provisions of the Bill, including this clause, the Liberal spokesman was not there half the time.
Alton: I do not know where the hon. Gentleman gets his facts from. If it is from one of his friends on the national executive committee of the Labour Party, I suspect that the information is probably as spurious and ridiculous as most of the other things said in that body. I can assure him that what he said is certainly not the case, and I hope that he will withdraw that comment immediately.
An exchange takes place between the pair and the speaker, who asks Skinner to keep on topic but not to withdraw the remark.
Skinner: The hon. Member for Edge Hill seems a bit upset about my saying that he was not there half the time. Will he settle for my agreeing that he was there the other half? That is an advance.

Skinner is nothing more than a career politician. 48 years in parliament and will be remembered for a few decent quips and a few decent speeches. Yes worth every penny of the fortune he has received and the big fat pension he has to look forward to.

Dennis Skinner is one of the most decent human beings I have ever met. Began life working down the pits, real hard work his detractors will never have done in their life, and he has never changed. He`ll be well remembered by the people who elected him for the past 48 years, the people he represented with 100% passion and commitment and he fully deserves his fat pension. Don`t think he ever missed a day in Parliament and he was always there whatever the issue. A man of principle and arguably the best constituency MP one could ever wish to elect and fight in their corner.
