How much is he paid to take orders from subordinates? He's supposed to be running the show.
This is about the worst thing that could happen for the moral of other coppers.
It sends out the message that it's okay to keep out of harms way when anything blows up.
Add to that the prosecution of officers who show too much zeal on occasions and it's easy to see why our police force has become ineffective.
