This chap for example. He seemingly fitted both categories, which I’m assuming was the contrived reason why he was inexplicably given Asylum and allowed to live in this country.
Our overstretched Health Service (erm, precisely BECAUSE of Mass Immigration) will have to do without his priceless talents for a while yet though. However I’m sure it will have been noted that his sickening mutilation work was “carried out with some skill”. Credit where it’s due, and all that.
The Majesty of the UK’s Criminal Justice System may yet magically find a way of discovering him completely sane after a decent period (perhaps 6 months), judge him no longer a danger to the public, and maybe release him in time for Winterval 2019.
Definitely NOT a murder, and how impertinent of the Criminal Justice System to even bring this trifling matter to court. The mainstream British media certainly didn’t think it worthy of much coverage. How lucky that the court allowed these jurors in Handsworth, Birmingham to return a "Special Verdict" in this case.
After all, come on, how many of us haven’t savagely beheaded a friend of ours who we thought was “a supernatural being”.

we need foreign doctors to look after the millions of foreigners who are over here and who have never paid a penny into the system.

Universities are now a business , they are there to make money and the salaries they can award themselves are huge
Many foreign students for high paying prestigious courses such as medicine don’t have to pass A levels or the equivalent but are fast tracted on a 6 month foundation course

I think there is an on going investigation into the fast tracking of students and discrimination within the system against young British students

In the past our very top universities may have invited a very takanted young scientist from a different country to study at Cambridge for example
But these where exceptional cases and often very gifted individuals

The new Swansea University Bay Campus is a small city in itself. Every time I pass it there's a new block springing up.
