Threats such as leishmaniasis, rabies, canine babesiosis and heartworm could be present without showing any outward clinical symptoms, it adds.
Such chronically infected ‘Trojan’, or carrier, dogs could then pass on the infections to susceptible pets and, in the case of some diseases, to humans as well.

Having read up on this, this sounds a serious issue. If they can be hidden carriers of very nasty things that could then be passed into the environment, other dogs, or onto humans this is something that should be dealt with. I'm a dog lover but we shouldn't be naively bringing in those we feel sorry for who will then harm or kill the locals already here.
