It's already being done in the UK under the cloak of the Labour Party. That particular demographic is now Labour's core vote, and Labour suck up to them for every household's block vote. Labour, the party of Sharia Law, even stage Segregated Meetings to make them feel comfortable.

when I was in a big midland city where I was very active in the labour party (still a member now)  our ethnic group vote in one ward was essential - in three others it was not so important 

it is incredible how easy one can control wards and membership

in the ethnic ward you would get max 20 members turn up for monthly meetings then every year at AGM when officers were to be elected you would see over 100 there to vote them back in - same old same old - I am not saying it was corrupt but it made the mafia look good 
this was not so much the case in three others
