My laptop battery wopulent charge fully only to 65 percenth. .so bought new battery and leads .now won't charge past 24 percent..so I think it maybe the laptop that's the problem..anyone ever had these problems . And is there a solution..thank you.

Maybe not quite consisent with what you're describing, but my laptop's set to not charge past 60%. I have an app called "ASUS Battery Health Charging". If I wanted to fully charge my battery I'd have to change the setting in that app. (Keeping it at 60% is supposed to increase the longevity of the battery.)

Perhaps try discharging battery fully and trying again from 0%?
That'd be my option 1.
