It wasn't plain sailing for the muggers. When they told him to 'stand and deliver' he waffled on for 5 minutes about drawers.

.. seems like they are exploiting the fact that the likelihood is they are not going to get chased. seems anyone is fair game,

Not getting chased is probably a red herring. Mugging's up, burglary's up.
It's probably got more to do with stuff being easier to fence. Most high streets now have more than one pawn shop or a modern equivalent, and then there is ebay and the like.

The story was that coppers were reluctant to chase mopederists in case they ended up in the dock when the thieving scum fell off.
But true or not, it is a red herring because, first, other types of theft that do not involve scooters are up as well, like burglary, and second, there's rarely a police car around to chase the scooterised robbers anyway (probably because even the thickest villain knows to look out for police cars before they commit the crime).
My guess is that easier fencing is the common factor in all these property crimes whether it's rifling a pensioner's bedroom for trinkets, snatching a phone from a commuter's hand or a smash-and-grab in a Bond Street jeweller.

Police motorcyclists can cover quite a lot of ground , and perhaps we could take 100 of them and station then in London

Some crimes should be very easy to stop , this is one of them
People operating above the Law and now people operating beneath it. We are mostly in the middle.
I don't see why some on here defend the people and Corporates who don't want to pay their fair share. We have more in common on these boards than the people who rob us from above the Law and beneath it.

Yep the young 14 year old chap has been released ..
The court heard that he was likely to be placed back with his family until trial but under strict supervision by the local youth offending team.
He was ordered to abide by a curfew between 07:00 and 19:00; attend meetings with the youth offending team four times a week; and was barred from riding on any two-wheeled vehicles.
That should sort him out

Will hopefully be Spending the Time on His GCE studies ,Parents failed to attend the Court , Obviously work commitments .
