A) The government, B) the press (especially if they make money from any stories).
C) People who get funding for research, who will refer it back to B) and A)
D) Big companies and their use of marketing to persuade people what to buy.
E) Advertisers who use all the above.

ALL off these work because people mostly do and believe what they're told.
From music to food, to fashion, to TV progs, through political beliefs, to global warming (good one for tax and price rises that one).
