Correct Lay D. I'll regularly take my foot off the gas to let them in if I'm not interferring with anyone behind me - or I'll accelerate slightly to let them in the gap behind me if I can't move over.
When merging, simply match your speed to that of the traffic and slip in. Hence the origin ( I would imagine) of on-slip & off-slip.
