When I hover over the smiley icon then click one to use, my page just scrolls to the top and doesn't do anything.

I've suffered problems with the smiley face emoticons on here for years, they appear magnified a thousandfold.
Mine has not worked for a week or so plus as posted takes an age to login and log off : (
