Is this an open invitation to help yourself to someones money. Or is there a law against abusing the trust put in the holder?

She won't get away with this!

Unless her money is in a biscuit tin, it will obviously be held in her bank or other financial institution.

If she hasn't already done so, she must meet with a personal banker of the lady, who will oversee the account and continue to make scheduled payments
and clear any cheques signed by her having achieved that authority.

Initially she would have to be seen, with her sister, so that she can confirm that is her wishes.

Otherwise she can't act until it is proven that the lady is no longer capable.

Other than normal domestic costs she can only spend small amounts for family gifts.

The bank will simply not allow for the drawing down of substantial amounts.

Presumably she may end up in a care home and her funds must be in place to cover this expense.

If and when her funds are exhausted, the state will continue to cover this expense.

They will be far from impressed if they see that the lady's funds have been misappropriated.

This will be the point at which she will be brought to book, and deservedly so!

The Office of the Public Guardian, who issues the authority) will not allow this. Counts as fraud and if convicted, she will be rewarded with a nice long holiday in one of Her Majesty's hotels! And she will realise that before checking in she should of changed her nationality and become a Lebanese!

Your work colleague's wife needs to establish if there is a will.

If not, she should be encouraged to see a solicitor, while she is still 'compos mentis'.

Also, forgive me but, reading your opening comment, it isn't clear whether you are referring to his wife's sister, or to the mother's sister!

Whoever it is, I find it very strange that they would speak of their intentions!

It can be contested at anytime. When my father was diagnosed with dementia, i obtained joint poa with my sister. You can't go spending money like it's your own. Look tell your workmate not to be scared of upsetting anyone, family or not.
