No one cared enough? I do not know the answer to that. People cared enough to put it up in the first place. But I think they have the right to protest if they want to and get a permit to do so.

Your second point on these 'particular people'. 'They would be imprisoned rather than protesting if the world was a better place.' To do that you need to define it and make a law to do it that society accepts. For instance you could make having a nazi flag a criminal offence.

You cannot just have a loose definition though as this could be used to round up and detain anyone the current authorities do not like.
