London Borough of Southwark charge me about £40 I think, to me that's not unreasonable as they empty it every Monday morning and it's invariably full especially at this time of year. Saves me a lot of aggro taking it all to the local dump.

I compost all my garden waste along with some kitchen waste. Not having to pay for a bin offsets most of the cost of my allotment. I also save a couple of neighbours that cost too by taking their garden waste. If you are worried about the cost either put a composter in your garden (costs no more than a year's bin rental for a plastic one) or find someone with an allotment.

I do, it's my preferred waste along with autumn leaves. Can't get enough grass cuttings and I use most of it as mulch to conserve the water in the soil. Very effective it is too and it either rots down or is eaten by worms by the end of summer.

If you want to compost grass in a compost bin, mix it with lots of paper and cardboard and throw in your uncooked kitchen peelings and any old past their date vegetables. It will rot down quickly and you can use the compost for your flower beds. Never put cooked waste or animal products in the compost bin as they will attract vermin.

Seriously, Jack, we have gardening contractors who are allowed onto our site to offload grass cuttings and leaves in designated areas. Your two tons would hardly be noticed. Every bit is composted and used for soil improvement. The contractors love it as it saves them money. You would need permission otherwise it would amount to fly tipping but could be worth contacting local allotment associations for permission.
