The usual sequence is this:
1) clueless muppet gets radicalised 2) fellow muslims tip off the police or MI5 3) MI5 discover the would-be terrorist is a clueless muppet so ignore him 4) clueless muppet kills a few people but more are saved because muppet is clueless 5) after a few hours, ISIL claims responsibility if no-one else does Steps 3 and 5 are most relevant to OP. ISIL is not made up of terrorist overlords masterminding attacks. It just claims them afterwards. |
