To find water you dig 10 metres. Ethiopia is at altitude so you need to pick the spot carefully. Rainfall is higher and with greater intensity than we're led to believe. If they dug wells and collected every drop, the situation in Ethiopia would be eased dramatically.

No matter what we do it never seems to get better my idea would be for the western world to pay in the poorer countries a pension to the population provided they only had two children. It is my understanding that the children provide for the parents in later life so I suppose the thinking is the more children I have the better my lifestyle in my latter years.
