That's not what I said is it. It's a democracy and you need the numbers on side to push through policies, if your political opponents are blocking you on partisan grounds there's nothing you can do. This is a party politics issue of which Trump is above, so apart from a few platitudes you don't expect to see anything.
Following your logic, Obama was a complete failure as POTUS. I don't think you'd agree with that statement somehow.
When Obamacare fails as it is want to do then the GOP replacement will be enacted quickly. Ryan will take a hit from this as it's his baby, but it'll come back in some form, so there's no long term damage.

I would say anything to do with family values type stuff : gay marriage , abortion etc . Trump does not care about things like that though he may pretend to at some point.
