Because the leaders are all as crazy as hell! They don't even think twice about killing their own if they even faintly disagree with the authorities. The population are scared stiff of putting a foot wrong. They (the government) like to rattle their sabers so to speak. I mean why are they developing nuclear warheads and missiles capable of reaching the USA? Surely they can't believe that anyone would wish to invade North Korea. It hasn't happened yet in 50 years or so, so it's unlikely that it would happen now.

North Korea couldn't launch a dinghy let alone a nuke. Yes, the theory/physics of making and setting off a nuclear device is quite simple, but the practicalities and engineering required to set them off are a lot harder to achieve.
