Never used it myself but Wix may be worth a look:

You need a CMS (content management system). The most popular is Wordpress. It's also free. You can also have it hosted (held on a server) free of charge but that doesn't look so good.

In effect, you need:

A domain name. "example.com" is an example of a domain name.
A hosting service. That's a company that lets you keep your CMS on its computers.
A CMS.

Having selected your domain name (make sure it ends in ".com", everything else is rubbish), find a hosting service to register it for you and do all the DNS stuff and other things you don't need to know about.

I recommend GoDaddy. They'll charge you about £10 per year for the domain name and anything from £2 to £10 per month for hosting, depending on your needs. They will also install Wordpress or another CMS free of charge. You also get free email addresses like rockinron@example.com for nothing.

You can give your CMS a unique look by installing a "theme" on it. There are thousands of free themes but you can pay for custom ones. There are add-ons which will carry adverts (you get paid by Google or Amazon or whoever for using them) and other add-ons to allow customers to buy directly from your site and so on.

Do not use godaddy they are too expensive and their servers are in the US.  I used them and my website often timed out.  They will also increase charges every year.

Go too http://www.w3schools.com/default.asp

Spend a couple of hours a day for a month and soon you will be able to build your own site and modify it as required.

You don't really need a content management system.  A basic website is just a series of linked pages in a folder.

You just need the domain name and hosting.  I use https://www.fast2host.com/

Obviously this is all dependant on you having sufficient time.  You can also do something like set up a very basic page and link to a facebook page that your relative can update (and get messages from potential customers).

If you have no html, css and programming skills and an eye for design I certainly wouldn't advise you to go the self-build route. It's not as easy as it sounds to build a professional looking and functioning website from scratch.

Wix, WordPress, etc would be my choice.

Wix v WordPress http://www.websitebuilderexpert.com/wix-vs-wordpress/. As with all software there are issues with Wix however. Try it, it's free for basic vesion.

GoDaddy gives unlimited domain hosting and email addresses, including auto-reply and mail-forwarding, if you take the deluxe version which costs about £10 per month.

Their servers are based in both the US and Europe. You choose where you want to be hosted. You also have a choice of a Windows OS instead of the more common Linux and, unlike most firms, there's no extra charge. Windows is useful if you want to program in Visual Basic or C#.

Anyone wanting to try Wordpress on their own Windows machine can download a free copy of Instant Wordpress from instantwp.com. It can be installed on a memory stick and is useful for showing someone what you've developed before investing in hosting.
