i have a greyhound data base, showing dog races. what i looking for is, to press a button at the start of the race and press a button at the end of the race, then the race keeps replaying until i press a button for it to stop.
VLC has repeat (the whole thing) and can also repeat between any two points (where you press buttons to select start and end).
Windows media player has a repeat button.

It is not really clear what you mean by a database, in this context.
How do you view the videos now? Is it a choice made by you or by the database, or by the file association within Windows itself (and which you can alter)?

When you watch a video from the database, try to work out which program is actually showing it. Task manager might help with this.
Look for menu items that might let you change this.
Oh, in case it is flash, try right-clicking on the video as it is playing and see if any options come up.

i believe the windows player is installed on the database so basically and i am guessing here, it just needs a different windows player installed. if that is the case, would it be easy to do?

What do you mean database? Is it not just a selection of video files on your hard drive and a viewer into them or something? Have you looked around the programs directories to see if any look like video files?
