Some of these agencies are registered as charities. (good tax dodge).

Let's employers pay the least.

exploits employees.

jobs not advertised in jobcentres - Only available to foreign workers, who are exploited.

I had to go to a job agency to get employed. After years of unemployment. Got a job within days.
Happy as hell - good wages. But the job was never advertised in Jobcentre.

You can't say Polish workers work harder if you never get a chance to work?

I worked with Polish , French and Nigerian workers and a lot of the Polish workers were dodging too. A lot of them were into muscle building.

I spent over ten years moving furniture, so the job was easy peasy - Thought it was a cake walk, but some people across the board in nationality still body swerved it.

op is spot on. most companies HR departments are beyond incompetent though imho it should be illegal to advertise a job without giving the companies name and the salary they are offering

and under no circumstance should agencies be allowed to act as go betweens on payrolls and paying staff
