Toddler was removed from its natural mother(must be hard for her) who was a Heroin addict,
and placed in the care of this monster. A foster carer who had looked after the toddler for a while did raise concerns. It is not always possible to prevent this. So I do not know if there were failings or not. Unbelievably evil act. |
