Why don't the big bookies have shops in each city?

Maybe there is a simple answer but to me it seems strange why Powers for example have no shop in Edinburgh any only one outside of the greater Belfast area in Northern Ireland?

PP is an Irish firm that has only recently expanded over here -- after all the small chains had already been bought up. They could open an isolated shop but then what do they do about Area Managers and logistics etc?
