http://www.amazon.co.uk/s/?ie=UTF8&keywords=stop+dog+barking+device&tag=mh0a9-21&index=aps&hvadid=3170142200&hvqmt=b&hvbmt=bb&hvdev=c&ref=pd_sl_2ifnhuy2z8_b

Some of the reviews say that they work and other say that they don't.

I suspect the poor reviews might come from dog lovers trying to put people off buying them.

I don't think these devices work very well.

Presumably you have already spoken to the owners or consider it a waste of time.

Could call the RSPA re distressed animal?

Yes tried all humane ways, talked to them but braindead individuals like from jeremy kyle holding pen
Informed dog warden etc who cant do anything as long as they are being fed is enough apparently

The best option is not to complain in the first instance, because then you've told people that you have a motive for anything you might consider doing which is illegal.

Then if you can't take the law into your own hands and remove the problem without drawing attention to yourself, you can go through the proper channels as a last resort.
The councils are very poor at handling this kind of stuff.

That applies to the UK.
