What is the name of the fictitious London borough where Arthur Daley's car lot is located?

I don't think it's ever actually mentioned but in 'The Balance Of Power' (the one where Arthur stands in the council elections), after a compulsory purchase order is placed on the car lot, Arthur goes to the town hall or civic centre. Somewher inside there is a sign: 'London Borough of Westbridge'.

not sure why they did that,they had used correct names of places plenty of times,maybe legal reasons in that situation?

For some reason I always thought it was supposed to be set in either Wandsworth or Fulham.
