It's 10.30 new years day,and my first one not working for eight years

I live in a block of flats built in 1970s (not council), there are always people or landlords doing up their flats so usually not a week goes by without some noise.
Had a terrible 4 weeks where someone seemed to be using a lump hammer continuously.
