This might sound bl@@dy awful but why don't they breed them as food. Turtles are meant to be delicious. They're down to a few hundred.
There are 50 billion chickens on Earth just now. They are not going extinct are they. Breed them for food and take a quarter of the yield back to Madagascar each year to be set free. You'll end up with a few million instead of a handful.

They were tortoises and they grow very slowly...so not economic to eat.
