This has been too late coming except, what I don't get is crops must surely be more important than gardens.
In the affluent areas of the US people are fined if they don't maintain their front "yards" and if not the council will do it and charge.
Just a few weeks ago one home owner stopped watering, as he thought that was the right thing to do.
His grass was brown and pretty much dead, so they gave him sixty days to bring it back to the beautiful "parkland" setting that they all enjoy.
