What employer is going to waste his time and money trying to train unemployable kids when he can get all the ready trained workers he needs from abroad?

Has Miliband got a clue about how private companies operate?
He must think that private companies operate like publicly funded services.

he got a masters, but then does anybody fail them ?

I'd think that a typical market trader on one of the outdoor Birmingham markets would run rings around Miliband if it came to making money out of a small business.

Well they would to start with anyway.
It depends on how quickly Miliband would pick it up.

My point is, he's got no experience or knowledge about how small companies operate or he would come out with ridiculous statements like the one in the OP.

It wasn't Cameron who made the statement of "guaranteeing" jobs.
If it was in the public sector well perhaps but Ed said the private sector.

Maybe if he said he'd encourage the private sector to recruit more he could have sold that but how can he guarantee anything in the private sector?

It wont cost private companies anything. These guaranteed jobs are going to be a 6 month temporary job which Labour gov will pay 25hr x min wage plus £500 admin costs, total cost £5.5billion. It sounds like an extension to that work scheme where people work at poundland for their benefits. All the supermarkets will love it as they will be able to slash their wages bill.
