I would hazard a guess that it depends on where you look.
It's pretty quiet in Chester.
On the other hand, Metropolitan Police Report - Newham
The two columns on the left are for March 2015
The two columns on the right are for March 2014
Every year more and more of Newham's criminal element get locked up, but figures don't seem to be dropping for violent crime.
Perhaps it's on the school curriculum

Things will quiet down when they get their new footy stadium. It'll be a proper community then. And lots of local talented lads to choose from.
The 'Straight A Students' already surely making their mark.
At the last election East Ham had the biggest majority anywhere in the country. Think it around 25,000.
