.... I went to this website to get my ip address

It came up a completely different from my known IP address.
It said my IP was Tiscali UK which it aint
It said that I was located in a city 400 miles away.
wtf is going on? Is this because TalkTalk use proxy servers?
.... and provide a poxy service.
