Can political correctness and quota systems be justified?

It is a bitter pill to swallow, but perhaps the end justifies the means.  A lot of English cricketing success 2005-2013 is down to the quota system.  A lot of offensive language towards ethnic minorities s is no longer considered acceptable, would this have been the case without political correctness within government funded institutions over the last, i dunno, 40 odd years.
