What is the best Spyware/Malware remover? Need to fix a relatives laptop and pretty much as soon as I turn it on and open a browser there is more popups than a popup book.

you want a free program, presumably? try ad-aware for starters
All the free software is supported by adware....it's a vicious circle.

Then install the free MS Security Essentials (depending on version of Windows).
If you know what you are doing, the Sysinternals tools are good for tracking down this sort of thing.
Don't forget to see which programs are set to start on boot.
