Due to a flaw in the registration system that appeared a few years ago, anybody could sign up multiple accounts with no cards being registered, and no minimum bet required to post on the forum.
Now, new accounts have to have money in them, and be used regularly for a short period, I think it's 3 months. Only then will the holder get a chance to select a forum name.
If you're using an account with no money in it (an alias) it will eventually get tracked down and get blocked until you can prove who you say you are on your profile page.
See the Q&A session from the 28th of January.
ExtremeX was the previously banned and mentally disturbed forumite, Menelaus, who ruined the politics forum with the help of several alias accounts, all posting at the same time, Nobody cared, until the insults towards forumites didn't get him much response. This was bad news for the troll. So he turned his attention to insulting forumites family members disabilities, and some of his comments were nothing short of disgusting. He was asked to stop by forumites, and was obviously reported. But if you have an 'alias' account with a false email address, you can't see the email warnings from the moderators. So he carried on, went too far, and is now banned.
