Govt announce £15bn "road revolution"

To improve the road system to encourage more traffic to use the roads which will then need improving because of the congestion. No mention of providing better facilities for alternative transport use like walking, public transport and of course better facilities for cycling as they have done in many other European countries.
Short sighted or what?
