i am struggling with some questions on my brothers quiz.

2 Famous person 9 + 11 letters hint save me
3 retreat / withdrawal of over 30000 solidiers .... name of operation. hint electricity
4 last name of this man is the same as an capitol on an island ... hint opposite of safe/secure
