It's the UK in 2012 of course - The girls are Polish, the native fauna on their head are the wild animals that they poach and eat, and the cups are the benefits they receive.
The tree stump represents the once mighty British empire and the babies are our politicians, helpless, clueless and feathering their own nest.

Just had a look at some, pictures are a bit disturbing, there seems to be a predominant theme of raw meat and young girls (age?)......he probably needs locking up...!
