I had the unfortunate experience of witnessing a hit and run a few years ago in which a drugged up guy and his mate out on a joyride literally drove into a Mum and her daughter and pinned them against a wall. Mum lived minus two legs and the little girl died.
What i couldn't understand was how the guy could go on the run for 3 weeks after before being caught. How can anyone live with that in their head?

I agree with you Sparkmaster....they are very happy to make sure the roads are OK in my town, but can't be fvcked with the pavements!...........I walk through a path from work that veers a very steep downhill slide, but no the council don't bother to grit it at all

I believe the reason that councils won't grit pavements is that if they re-freeze then if someone slips on them then they can sue the council.
By leaving them icy, then it is the person's own responsibility, if the council give you the idea they have been gritted and you slip, you can sue.
