You could try pouring hot water on the outside of the downpipe (outside where the old water runs out), it might dislodge the ice enough for the water to run out slowly, then you could pour a little hot water to follow it, thus melting what's left.
About 30% chance of success though imo.

1/Put plug in bath
2/Remove pipe
3/Run under hot water till clear
4/Re-connect pipe
5/Remove plug

Can't see how external foul pipes can be frozen? Any plumbers on here to advise?

It's more likely to be a blockage caused by "nasty things" going down the plug-hole and getting lodged.

Would pouring anti-freeze into the bath help? Or is anti freeze a good preventative but a poor rectifier?
