Every time I read of another death in a house-fire it makes me wonder why on earth do we build houses with the sleeping accommodation upstairs.
From a safety point of view it m,akes no sense at all. Fire and smoke burn upwarsds. Most fires start in the kitchen or lounge and yet we snooze happily in the danger zone!
It is amazing that the simplest and safest solution is totally ignored. :-(

so you don't have people walking above your head as you sleep.

Perhaps the front door might not necessarily lead to your bedroom?
The family are asleep. Who is walking about upstairs? Why would that make a noise, anyway?
I'll bet that the next reported house fire has the effect of harmng those upstairs only. :-( Anybody downstairs would simply exit the building.

why would the fire start if the family is asleep?

For the same reason that they start now. This is not a fire-prevention measure...it is a safety suggestion.

What if an electric blanket or ciggy fire started downstairs while you are upstairs watching telly in the living room, sorry to be pedantic, but you are asking a lot to change a lifestyle people have used for hundreds of years

It stems from ape behaviour. They make their beds up in the trees away from danger.
