On youtube you can add to a comment's reputation or detract from it so the rep of a comment will sit anywhere between a green +6 down to about -10 in red (usually)
the one comment has a rep of 72000+ in green. Completely impossible without the use of computer software. Rather suggesting that the 28 million hits is computer faked too.
As a comparison point... Iron Maiden's fear of the dark has 12 million plus hits. Look at the number of comments it legitamately notched up!

Hmmm. On the other hand, both Thunderstruck and Fear of the Dark have multi million legit hit alternative videos (e.g. other evrsions, other concerts etc) so maybe one ACDC fan got a bit too enthusiastic about pushing Thunderstruck ahead?
