Well because it's a game and the "correct" course of action is to steal. It should be just about the cheapest show ever to make because if everyone does as they should no-one ever wins.

It says a lot about most peoples human nature i.e most people are greedy self centered which is creating a generation of fat stupid people who cannot understand commonsense and polite manners and think if anyone says the words "thank you or please" then they must be posh.
No problem with stealing except for the lies, just tell them your going to steal, at least be up front about it.
The game is bad enough as it is Pan - that would kill it dead.
